During a career that spans more than 22 years in public and private accounting, Heather Kourcklas has obtained exceptional experience and expertise in accounting, finance, federal government contracts, and management of accounting departments and audit teams. She has provided services to clients that ensure compliance with accounting and federal government contracting rules and regulations while committing to the highest level of integrity, rules, and ethics.
At the beginning of her career, Heather worked for six years in public accounting, focusing on auditing federal government contractors and non-profit organizations. After starting off as an auditor, she quickly achieved supervisor level and was responsible for managing multiple audits and audit teams. She entered the private sector in 1997 as a Director of Accounting and Finance for a rapidly growing federal government contractor. She was specifically recruited to build and lead the accounting and finance department to an efficient and fully automated financial operation for the holding company and its subsidiaries.
During the next 16 years, as either an employee or a consultant, Heather led accounting departments for small to mid-size high-growth companies and startup organizations. She became an expert in accounting for federal government contracts, ensuring compliance with DCAA and other contracting rules and regulations (FAR, CAS). She designed, implemented, and remediated accounting systems while developing an expertise in Deltek’s GCS Premier. She also developed, documented, and implemented policies and procedures for accounting and federal government contracting compliance. In addition, Heather prepared and presented various financial, cash flow, and operational reports to executive management and corporate boards. She managed entire budget and forecast processes for multiple companies and was the lead point of contact and manager for external audits, both government and private. Heather’s experience also includes forensic accounting, international accounting, Sarbanes-Oxley compliance, SEC reporting, and pricing for federal government contracts.
In 2008, she founded Kourcklas Consulting to provide services for accounting and auditing compliance for small to mid-size federal government contractors.
Under a three-year consulting agreement, Heather helped establish and served as the Group Controller for an Alaska Native Shared Services Company that supported all the federal contracting operations of a $200+ million company with multiple subsidiaries. She managed the day-to-day operations of accounting, finance, and project control with a staff of 13. She worked closely with Human Resources, IT, Contracts, Business Development, Operations, and Corporate Accounting. She also remediated the accounting systems, established a regimented and timely financial close and reporting process, and developed policies, procedures, and desktop manuals to ensure consistent, repeatable results and compliance with federal contracting rules and regulations. In addition, she led compliance activities required by government oversight. She established and managed the annual budgeting and quarterly forecasting process through and including the final financial presentation to executive management and the Board of Directors. Her audit management skills were instrumental to the company’s ability to successfully pass all financial and government audits during her term. She reported directly to the CFO of the corporation.
As President of Kourcklas Consulting, Heather led numerous consulting engagements that encompassed implementations of Deltek GCS Premier, modernizing existing accountings systems, developing and implementing compliant accounting policies and procedures, training accounting staff, supporting annual budget development, supporting competitive proposal analysis and price preparation and restructuring accounting departments.
In 2013, Heather founded Golden Gait, which is the culmination of her more than 22 years of working in public accounting, industry, and as a consultant.
Heather holds a B.S. in Business Administration with a major in Accounting from Marquette University. She passed the Certified Public Accountants (CPA) exam in November 1994 and is currently licensed in the State of Maryland.
